Last month, information was provided on progress related to the Congestion Mitigation and Air Quality Improvement Program measures, commonly referred to as PM3, and TAM. Staff will request adoption of the draft PM3 and TAM targets. This schedule coincides with target setting deadlines in October, which transitions efforts from a second performance period, ending in 2026, to a third performance period from 2026 through 2030. - Metropolitan Transportation Plan Policy Bundle Round 6 Action Possible Action Information Minutes: 10 Presenter: Amy Johnson, NCTCOG Item Summary: Staff will request Regional Transportation Council (RTC) approval of Transportation Development Credit (TDC) allocations for successful applicants from the sixth round of the Metropolitan Transportation Plan Policy Bundle Program. Background: Recommendations in Mobility 2050 include policies, programs, and projects that support the region’s transportation priorities and goals. Because infrastructure investments alone cannot achieve these goals, the Policy Bundle Program recognizes and encourages complementary local policy actions that advance regional transportation, air quality, and quality-of-life objectives. By voluntarily implementing these policies, participating entities will receive TDCs to offset local funds as matching funds for new federal transportation projects. The Surface Transportation Technical Committee recommended RTC approval of the awards at their August 28, 2026, meeting. The proposed allocations are included in Electronic Item 6.

- North Texas Advanced Air Mobility Readiness Call for Projects Update Action Possible Action Information Minutes: 10 Presenter: Ernest Huffman, NCTCOG Item Summary: Staff will present the recommended projects and funding allocations resulting from the North Texas Advanced Air Mobility (AAM) Readiness Call for Projects. Staff will request Regional Transportation Council (RTC) approval of the recommended projects and associated funding allocations for electric aircraft charging infrastructure at Fort Worth Meacham International Airport, Denton Enterprise Airport, Granbury Regional Airport, and Greenville Municipal Airport. Background: In May 2026, the North Central Texas Council of Governments (NCTCOG) opened the North Texas AAM Readiness Call for Projects to support regional airport preparation for emerging AAM operations. Approximately $1.0 million in RTC Local funds was made available to advance airport readiness, including electric charging infrastructure for electric vertical takeoff and landing (eVTOL) aircraft. Staff is recommending funding for electric aircraft charging infrastructure at Fort Worth Meacham International Airport, Denton Enterprise Airport, Granbury Regional Airport, and Greenville Municipal Airport. These investments will expand the regional network of electric aircraft charging infrastructure and improve the ability of participating airports to support future eVTOL and other AAM operations. A recommended listing of projects and funding allocations is provided in Electronic Item 9.
