The Kaufman County partnership was finalized when the RTC funded FM 741 from United States 175 to Spring Creek Blvd (Transportation Improvement Program 21097.1/Control Section Job Number 1092-01-026) previously. The RTC funds have been committed to multiple projects in Rockwall County, but the county needed to work through Outer Loop alignment concerns before proceeding with the preliminary engineering and environmental work. To this end, Rockwall County has identified a path forward, which is outlined in the draft MOU provided as Electronic Item 7. Action may be requested to enable the RTC Chair to sign the MOU.
