  6. Request to Use Regional Transportation Council Local Funds for Air Quality  Action  Possible Action  Information Minutes: 10 Presenter: Chris Klaus, NCTCOG Item Summary: Staff will request Regional Transportation Council (RTC) approval to use RTC Local funds that will establish modeling capabilities, acquire necessary resources, and provide technical training to support future air quality analyses related to transportation planning, air quality conformity, and emissions reduction efforts. In addition, staff will also request to use RTC Local funds to cover administrative costs related to emissions modeling for the Texas Commission on Environmental Quality Rider 7 Local Air Quality Planning Grant — fine particulate matter (PM2.5). Background: North Central Texas ozone values have been trending upward and exceeding State Implementation Plan (SIP) model predictions. Explanations provided by the Texas Commission on Environmental Quality (TCEQ) have generally been qualitative and absent on targeted diagnostic or sensitivity modeling to identify the specific drivers of elevated pollutant levels. Establishing an in- house modeling capability would allow North Central Texas Council of Governments (NCTCOG) staff to conduct independent, transparent, and regionally focused air quality analyses to better evaluate meteorological drivers, emissions trends, chemical regime shifts, transport and background contributions, and other factors influencing ozone concentrations. Staff will request to use RTC Local funds to support a Linux- based modeling infrastructure with the necessary modeling software, compilers, and pre-and post- processors, along with hands-on technical training on the modeling software and emissions processors. This
  7. Regional Bicycle Safety Action Plan  Action  Possible Action  Information Minutes: 10 Presenter: Kevin Kokes, NCTCOG Item Summary: Staff will provide an overview of the development of the Regional Bicycle Safety Action Plan including the purpose and goals, crash data analysis, public opinion survey results, priority emphasis areas and corridors to target for future study and implementation of safety countermeasures, and recommended action items. A recommendation to adopt the Plan will also be provided and action requested. Background: The Regional Transportation Council approved a safety position in 2017 to eliminate serious injuries and fatalities across all modes of travel. However, in recent years the number of bicyclist serious injuries and fatalities has trended upward in North Central Texas, consistent with State and national trends. The purpose of the Regional Bicycle Safety Action Plan is to provide a framework for reducing the number of bicyclist crashes and fatalities in the North Central Texas metropolitan planning area. This Plan, in conjunction with the 2021 Pedestrian Safety Action Plan and the 2023 Roadway Safety Action Plan, is intended to improve safety for all road users. Additional details are provided in Electronic Item 7. The draft Plan, including appendices, is available online for public review at www.nctcog.org/bikesafety.
  8. 2027 Transportation Alternatives Call for Projects for the North Central Texas Region (Pedestrian and Bicycle Facilities Plus)  Action  Possible Action  Information Minutes: 10 Presenter: Kevin Kokes, NCTCOG Item Summary: Staff will provide an overview and request action to open the 2027 Transportation Alternatives Call for Projects for the North Central Texas region, including eligibility, criteria, and schedule. Eligible applications under this program include the construction of on-and off-road pedestrian and bicycle facilities and Safe Routes to School plans. Staff will present a program overview for the Call for Projects, area of eligibility, required documentation, and schedule. Additional information is provided in Electronic Item 8.

  1. Organization Identity and Naming Convention  Action  Possible Action  Information Minutes: 10 Presenter: Amanda Wilson, NCTCOG Item Summary: The Regional Transportation Council (RTC) will be briefed on a request from the RTC Bylaws Revision Subcommittee to select an organization identity and naming convention for the Metropolitan Planning Organization (MPO) Policy Board and MPO Staff in light of the 2026 MPO Agreement, the Operating Agreement, and the Settlement Agreement. Background: The 2026 MPO Agreement identifies the RTC as the MPO for the Dallas-Fort Worth region. Under this agreement, once fully executed, the MPO Director will report directly to the RTC, and the MPO Staff will report to the MPO Director. This creates a new organization and there is an opportunity to bring the naming convention of the MPO Policy Board and the MPO Staff in closer alignment. Staff have benchmarked MPO naming conventions across the country and will propose a naming convention for RTC to consider. Information is included in Electronic Item 9. The naming convention is needed in relation to the RTC Bylaws, as the organization is referred to multiple times in the Bylaws. In order to have the name represented correctly and keep
  2. Status Report on Commercial Vehicle Compliance  Action  Possible Action  Information Minutes: 10 Presenters: Officer Derek Malena, Allen Police Department, Commercial Vehicle Enforcement, and Jason Brown, NCTCOG Item Summary: Staff will provide information on regional Commercial Vehicle Enforcement (CVE) efforts, including observations from recently attended CVE events and future activities. Background: The Texas Department of Public Safety has joint responsibility with local law enforcement for the operation of the Commercial Vehicle Enforcement service. This joint service takes place throughout the region so that compliance with statutory provisions of law regulating weight, motor carrier safety, registration, transportation of people, hazardous materials, and other property can be obtained. NCTCOG staff has been attending coordinated multi-jurisdiction CVE events in the Dallas-Fort Worth region and will share observations and next steps. CVE Officer Derek Malena will be available to assist with questions. Electronic item 10 contains more information.

Background: Initiated in 2023, the $10 million TSI Study is a proactive and comprehensive planning effort to mitigate flood risk as typical patterns of urbanization in growing areas upstream of Dallas and Fort Worth may exacerbate runoff due to greater impervious surface coverage and reduced valley storage. With the TSI Study set to
  4. Access North Texas 2026 Update  Action  Possible Action  Information Minutes: 10 Presenter: Gypsy Gavia, NCTCOG Item Summary: Staff will provide information on the 2026 Access North Texas Update, including a brief overview of outreach efforts and a summary of developed regional goals and strategies. The plan outlines strategies to address transit needs and serves as a guide to improve access to work, medical appointments, education, and the community during the next four years. Background: Access North Texas is the regional public transportation coordination plan for the North Central Texas region. The purpose of the Access North Texas plan is to identify the public transportation needs of older adults, individuals with disabilities, individuals with limited financial resources, and others with transportation challenges. The plan also specifies strategies to address identified transit needs, eliminate gaps in service, and avoid duplication of transit services. Additionally, regional projects funded through the Federal Transit Administration’s Enhanced Mobility of Seniors and Individuals with Disabilities Program must align with strategies in this locally developed plan. Since Spring 2024, staff have coordinated with a wide range of stakeholders, transit users, and other members of the public to document these transportation needs and develop strategies to better serve these populations with public transportation. Federal guidelines require this region to update the plan every four years, and the previous plan was adopted by the Regional Transportation Council in 2022. The draft 2026 Access North Texas plan document will be available October 2026 at www.accessnorthtexas.org for public input. More information is available in Electronic Item 12.
