What this body is

The City Plan Commission (CPC) is an advisory board of Richardson residents, appointed by City Council, that reviews land use, zoning, thoroughfare, and public-improvement questions. It makes recommendations to Council on zoning cases, and it directly reviews (and in most cases makes the final decision on) development plans and certain variance requests. It is usually the first public hearing a nearby rezoning or new development goes through.

How to attend and speak

CPC meetings are generally held the first and third Tuesdays of each month at 7:00 p.m., in the Council Chambers at City Hall. Meeting agendas and packets are posted online the Friday before the meeting; public-hearing notices are also posted at City Hall. At a public hearing, a staff introduction is followed by up to 15 minutes for the applicant/proponents (time answering Commission questions does not count against that clock, and any portion may be reserved for rebuttal), then up to 15 minutes for those opposed, who are asked to name a single spokesperson if attending as an organized group; after a brief rebuttal the hearing closes and no further testimony is taken.
