What this body is
Collin CAD appraises property within Collin County for all local taxing units. Its Board of Directors is the district's governing body, not a taxing authority: it has "no authority to set values or appraisal methods." The board establishes the district office, hires the Chief Appraiser, appoints the Taxpayer Liaison Officer and the Appraisal Review Board, and adopts the biennial reappraisal plan and annual budget. It does not set tax rates or decide individual appraised values. Since 2024 three of its nine seats are elected county-wide.

Five directors appointed by the taxing units, three elected at large county-wide, and the county tax assessor-collector ex officio without a vote. The three elected seats were first filled in an uncontested election on May 4, 2024, for terms ending Dec. 31, 2026; all three are next elected on Nov. 3, 2026, and take office Jan. 1, 2027. The district's own FAQ still says 2-year terms, which is the rule for smaller counties under Sec. 6.03.
