What this body is

There is no single Celina TIRZ Board. Celina has created at least three Tax Increment Reinvestment Zones under Texas Tax Code Chapter 311, Numbers Five, Eleven and Fifteen ("Celina Serenade TIRZ"), and each has its own board of directors, distinct from City Council though its membership overlaps heavily with it. Each board reviews and approves reimbursement of developer-fronted infrastructure costs from the tax increment revenue in its zone.
